LCDR USN (Ret.) Richard (Skip) Howard Westray passed away at his home in Orange, California on March 31, 2025, with his long-term partner Kandy K. Hawley at his side. Skip was born in St. Louis, MO on May 10, 1941, to CDR, USN (Ret.) William Howard and Margaret Caroline (Sandoe) Westray. Skip is survived by his sister Barbara A. Westray, brother, William (Ken) Westray and sons, Paul R. Westray and Peter A. Westray. 

Skip retired from the US Navy September 30, 1989. He also served the Southern California Community in SW REACT holding multiple offices including President.
